European Commission publishes report on the review of the Public Procurement Directives

The European Commission has published the Factual Summary Report on the latest public consultation carried out for the review of the Public Procurement Directives.

The REPORT calls for a more flexible and strategic EU public procurement framework.

A key document that anticipates the direction of the future European reform.

The consultation saw strong participation from the business sector and public administrations, reinforcing the strategic relevance of the process.

The report reflects broad consensus around:

• The need to move beyond the lowest-price criterion and towards quality and overall value.
• Widespread demand for greater flexibility and simplification of procedures.
• Priority given to reducing administrative burdens through digitalization and interoperability across the EU.

The report identifies the need to review essential aspects of the CONCESSION MODEL, in particular:

• Contract duration
• Contract execution and management
• The definition of concession and operational risk

CCIES, Chamber of Concessionaires of Infrastructure, Equipment and Public Services, contributed a PROPOSAL identifying ten key reform lines to improve legal certainty, investment and the efficiency of public-private partnership in Europe.

The results of the public consultation, together with all related activities, will help prepare a NEW LEGAL FRAMEWORK FOR PUBLIC PROCUREMENT, to be proposed in the second quarter of 2026.
