The European Parliament sets out a roadmap for the review of the Public Procurement Directives, aimed at strengthening their role as a strategic instrument of economic policy.

A shift in approach is being promoted, moving away from the lowest-price criterion towards the best value for money, incorporating objectives related to innovation, sustainability and resilience.

Weaknesses in the current system are identified, such as regulatory complexity, low competition and barriers to access for economic operators, proposing their simplification.

Greater flexibility is proposed in procedures and in the actions of public entities, including the development of public-public cooperation formulas and the review of certain exclusions from the scope of application.

The need is highlighted to ensure a balance between flexibility and respect for the principles of competition, transparency and legal certainty, particularly in the context of the future regulatory reform.

In this context, CCIES considers it essential that the future regulatory reform guarantees a stable and predictable framework, providing legal certainty to all operators.

The review of the European Directives undoubtedly represents a key opportunity to consolidate a more efficient, competitive public procurement model, oriented towards value and the general interest.
