Presentation
The Expert Course in Concession Contract Management, run jointly with the Universitat de Barcelona (UB), offers specialised training to professionalise the management of concession contracts for public works and services, in line with the current regulatory framework and with a practical, up-to-date approach.
Concession contracts for public works and services are a highly complex field — technically, legally and financially — that demands highly qualified professionals. This second edition responds to that need, offering rigorous, up-to-date theoretical and practical training aligned with the new strategic approach to public procurement set out in European and Spanish legislation.
The programme has been designed by CCIES and the Universitat de Barcelona to provide students with a cross-disciplinary perspective grounded in law, economics and public administration, as well as the managerial skills needed to manage concession contracts efficiently, transparently, and in line with ESG criteria and European procurement objectives.

Objectives
Provide the technical, legal and financial knowledge of concession contracts from the new strategic approach to public procurement set out in EU and national legislation.
Promote the training and upskilling of public procurement managers to achieve best-practice solutions for efficient public service delivery.
Train professionals from public administrations and public service companies with the knowledge required for sound decision-making and modern competition.
Provide the tools and core knowledge needed to professionalise the role of concession contract manager.

Program
01
Fundamentals and principles of Public-Private Collaboration
Legal framework of public procurement and contractual forms of public-private collaboration. This module provides a comprehensive overview of the regulatory framework at both national and EU level, as well as the structural elements of public sector contracts, institutional forms of collaboration, and other public-private collaboration mechanisms through patrimonial arrangements and agreements.

Preparation and award of concession contracts
In-depth analysis of the preparation and award phase of the concession model. The module covers preparatory actions, private initiative, administrative and technical specifications, selection procedures and award criteria, challenge mechanisms, and procurement procedures in special sectors.

Execution and termination of the contract. The Contract Manager
Comprehensive analysis of the execution and termination phase of concession contracts for public works and services. The module equips the contract manager with knowledge across the full process: rights and obligations of the concessionaire, administrative prerogatives, financial equilibrium, transfer, termination, and alternative dispute resolution.

Economic management of the concession contract
Economic and financial plan of the concession and all economic aspects required to ensure the financial sustainability of concession contracts. Covers feasibility studies, operational risk, project finance, taxation, price revision and concession accounting.

Governance, strategic management and leadership skills
Knowledge and competencies for the professionalisation of the contract manager role in the areas of ethics, transparency, integrity and compliance. Also covers the application of data science to public concessions and the development of leadership skills: negotiation, expectation management and anticipation.
